weather has returned to the bay area and late this afternoon in downtown oakland, this is what it looked like. mark tamayo is here with a look at where the rain is falling at this moment. mark? >> jana, the first rain of 2013, and the rainfall has been picking up over the past couple of hours across parts of the bay area. live storm tracker 2 shows you the current pattern. there's a live doppler sweep showing you the rainfall out there. up towards santa rosa, parts of the north bay, steady to moderate to heavy rain, especially with darker shades of green towards santa rosa and moving into parts of napa county as well, around glenn ellen, sonoma. closer to san francisco and oakland, the rainfall rates have been picking up here, especially across the bay bridge. challenge driving across the bay bridge right now. toward the inlet east bay, concord, danville, danville area, rainfall has been picking up out toward oakland and lafayette. and the south bay, san jose reporting light rain, santa cruz mountains around highway 17. rainfall will continue to pick up heading into the evening hours. co

streets of oakland. now, in just a little while, the mayor, the police chief, and others will be out here talking about violence this afternoon. and they're going to do it here in front of a mural of carlos nava, a 3-year-old shot and killed in 2011 here in east oakland. this morning, candles were out on east 17th street in the fruit vail district, where a 22-year-old man was shot and killed friday. that started this rash of shootings. four homicides friday. police believe some of the violence is tied to ongoing feuds in different corners of the city plagued by gangs and gun violence. over the weekend, the mayor and the police chief talked strategy, vie mayor larry reid told the tribune it's time to declare a state of emergency and that would free up state funds to help out here. at least two of the victims were shot in the fruitvale district and a council member says he sports a state of emergency. >> i'm relying on our police chief. they've done all the legality background checks and how to create a state of emergency. and so for me, i support any tool necessary that i

you. a big turnout is expected in oakland when the city council votes whether to hire a controversial high-profile police consultant. the $250,000 contract brings on former los angeles police chief bratton who would advise police on ways to reduce the violent crime. not everyone is on board. tempers flared when protesters showed up to voice concern about possible racial profiling. bratton favors an approach call "stop and frisk" where police can stop anyone they feel suspicious. the oakland city council will take up the issue tonight. breaking news from houston. this is a campus spokesman at lone star college in north houston who has confirmed shots have been fired on this campus. you are looking at live aerial views. there are lots of police there. the campus is evacuated. emergency responders are in that area. that is the campus library. there are unconfirmed reports of three people injured already. medical crews were seen tending to who victims outside the building and students are filing out of the building. we do not know conditions of the injured. no immediate information on the

to improve interoperatability communications with the city. if we were needing assistance from oakland police department and they needed to come into san francisco, we have a really good structure to be able to implement interoperatable communications over the radio. but with the military this is a whole new set of radio frequencies, radio technology, even before the planning we didn't know what they had. it took us several planning opportunities and meetings to flush through some of that information and one of the biggest take aways for us, as a city we're required to have a tactical interoperatable communications plan. it describes how you interoperate in an emergency or an event within the city as well as regional partners. we don't have that with military and i think that's one of the biggest take aways, we need to really flesh out a document so we have captured who our contacts are, what technology they are going to bring to the table and start that initial planning from the get-go. we also had some technical challenges with land mobile radio. you know, we have the coverage issues, b

at some of the windchills that have been reported over the last six hours. minus 20 in oakland, pennsylvania. look at the numbers for parts of the midwest. we have 7 degrees in minneapolis, certainly an improvement over the last couple days. but keep in mind we are still talking about wind out there and it that wind is what's providing that deadly windchill. we talked about this over the last couple days. say if you're outside for roughly about ten minutes and minus 30 windchill, you could suffer frostbite. if you look across parts of the northeast, all that cold air has been spread over toward areas like pennsylvania as well as new york where we have a reading of 6 degrees right now in altoona, scranton, and you add in the wind, it feels like minus 6. for new york, i imagine going out to work this morning, it was mighty cold out there. my in us 1 feels like there. and for areas like portland, minus 14. so what is going to happen today? we still have this windchill advisory in place for parts of the upper midwest, the northern plain, we could still see the windchills dropping d
